Sounds like they just took off vsync to fix the lag and called it a day. The fact they shadow dropped this as well and therefore IMO had NO expectations on when to release it, they could've just waited until it was fixed before releasing but I guess MS money hasn't reached the Bethesda Q&A dept. yet...
